Diana Parks advises on all aspects of Government contracts and Federal procurement law, with an emphasis on construction and leasing issues. She counsels Government contracting clients at all stages of the process, including claims issues that may arise in complex procurements. She represents industry-leading companies providing services and products to the Federal sector. Ms. Parks also advises private sector clients regarding contracts, business/corporate law, real estate law, leasing, and construction disputes and litigation. Clients include construction firms, developers, large specialty contractors, technology and services companies, and businesses requiring legal support of real estate portfolios.

Experience

Since founding Curran Legal Services Group, Inc. in 2005, Ms. Parks has been counseling clients located throughout the country engaged in significant Government contracts for construction or leasing services. She has extensive experience with financing and acquisition of Government leased assets, from initial financing through and including transactions for the acquisition and sale of these sought-after assets. For example, she served as developer/owner's counsel during the conveyance and financing of a four-building portfolio of industrial buildings leased by the U.S. General Services Administration (GSA) and representing over 880,500 square feet of space. The transaction involved numerous parties and complex leasing, real estate, and financing issues, which allowed Ms. Parks to fully utilize her leasing and real estate expertise, and to capitalize on her unique understanding of Government contracts. Ms. Parks continues to represent this client through the process of design, construction, and administration of the multiple Government leases accommodated in this four-building portfolio having a total value of over $500 million dollars.

Curran Legal maintains an active caseload on behalf of clients providing services and products to Federal Government agencies. Ms. Parks has brought, maintained, and successfully litigated or settled numerous claims for her clients, giving her extensive experience in mediation and arbitration. She also offers expertise in set-aside contracts offered by the U.S. Small Business Administration (SBA) to minority-owned businesses.

Previous Employment Experience

Ms. Parks began practicing law in 1991 with Johnson & Montgomery in Atlanta, GA, a firm that served as outside legal counsel for DeKalb County, where she primarily practiced corporate and real estate law. In 1993, she commenced a Federal practice as Assistant Regional Counsel with the GSA, the agency responsible for U.S. Government procurement and contracting. She concentrated on real estate, construction, and leasing services contracted by the Federal Government and defended the Government against contractors' claims. Ms. Parks served as in-house counsel for over ten years with the GSA's Southeastern Region.
